Your correct the timing is controlled by the ecu on the mk2 and so on
so its always at its best

advancing the timing can be done on a mark 2 quite easily

I think he might be referring to modifying the CPS bracket. Maybe read the first link again, its pretty simple, you are just elongating a bolt hole to move the sensor upwards a little.
